Título: Santuário do Sagrado Coração de Jesus junto ao túmulo do padre Reus em São Leopoldo/RS: proposta de Projeto de Lei Municipal de salvaguarda do patrimônio imaterial a partir do estudo de caso de lugar e celebração

Resumo: Desde o falecimento do Padre Reus em 1947, seu túmulo em São Leopoldo/RS tem sido visitado por inúmeros fiéis que acreditam ser o padre um santo milagroso. No lugar de seu túmulo, inicialmente cemitério dos padres jesuítas, são empreendidas celebrações e ritos, creditando-se ao Padre Reus milagres e graças alcançadas. Entre 1958 e 1968, ergueu-se junto ao túmulo o Santuário do Sagrado Coração de Jesus, oriundo da vontade e da colaboração dos fiéis e devotos de Padre Reus. Em 1958, iniciou-se o processo de beatificação do Padre Reus, que ainda não foi concluído. O lugar é considerado pelo Município de São Leopoldo um local turístico da cidade. Há dois momentos no ano em que se tem a maior presença de devotos no Santuário junto ao túmulo do Padre Reus: a sexta-feira santa e o segundo domingo do mês de julho, por ocasião da Romaria do Padre Reus, criada em 2007. A visitação vem acompanhada do pagamento de promessas, das orações junto ao túmulo, da entrega de ex-votos. A partir do Santuário do Sagrado Coração de Jesus junto ao túmulo do Padre Reus, como lugar sagrado e de celebração, o objetivo da pesquisa é propor um projeto de lei municipal regulamentando a proteção do patrimônio cultural imaterial do Município de São Leopoldo. Também se verificou a importância que o Município dá ao lugar e aos ritos que se realizam no Santuário junto ao túmulo do Padre Reus. A fim de atingir esse propósito, a metodologia utilizada é da pesquisa qualitativa, com a observação participante, história autobiográfica e a pesquisa bibliográfica em jornal local e na revista Notícias para os nossos amigos. Integram a pesquisa, inúmeras fotografias que demonstram a evolução da devoção religiosa ao padre. As teorias dos memorialistas que embasarão o estudo, além da bibliografia existente sobre a vida do “padre milagroso” e do próprio lugar onde se encontra seu túmulo estão incluídas no trabalho. Apresenta-se vasta publicação do Iphan, artigos e obras sobre patrimônio imaterial embasando a pesquisa.Igualmente, analisam-se os documentos internacionais sobre patrimônio cultural imaterial, bem como a legislação federal, a partir da Constituição Federal. A legislação recente do Estado do Rio Grande do Sul é também analisada, assim como as leis municipais de São Paulo e do Rio de Janeiro, que orientaram a elaboração da proposta de projeto de lei para São Leopoldo. Since the death of Padre Reus in 1947, his tomb in São Leopoldo/RS has been visited by countless followers that believe that the priest is a miraculous saint. At the site of his tomb, once a cemetery of Jesuit priests, there are celebrations and rites, once miracles and graces obtained are credited to Padre Reus. The Sanctuary of the Sacred Hearth of Jesus was constructed next to the tomb between 1958 and 1968, a result of the will and collaboration of the followers and believers of Padre Reus. In 1958, the beatification process of Padre Reus, which has not been concluded yet, was begun. The Sanctuary is considered as a tourist place in town by the municipality of São Leopoldo. Twice a year there is an increase in the number of followers who visit the Sanctuary next to the tomb of Padre Reus: Good Friday and the second Sunday of the month of July, date of the Pilgrimage to Padre Reus, created in 2007. Visitation is accompanied by the payment of promises, prayers next to the tomb, and delivery of votive offerings. Considering the Sanctuary of the Sacred Heart of Jesus, located next to the tomb of Padre Reus, a sacred and celebration site, the aim of this research is to propose a municipal bill regulating the protection of immaterial cultural patrimony in the municipality of São Leopoldo. The study also assessed the importance the municipality gives to the site and the rites that take place in the Sanctuary next to the tomb of Padre Reus. For this purpose, the methodology used is qualitative research, with participant observation, autobiographic history, and bibliographical research in a local newspaper and in the magazine Notícias para os nossos amigos. A great number of photographs, which demonstrate the evolution of the religious devotion to the priest, are included in the research. Theories on memory that have provided the theoretical background for the study, besides the bibliography on the life of the “miraculous priest” and on the site where the tomb itself is located, are also presented. A wide range of publications by Iphan, articles and works on immaterial patrimony, are also included. Similarly, international documents on immaterial cultural patrimony, as well as the federal legislation, based on the Federal Constitution, are analyzed. Recent legislation of the State of Rio Grande do Sul, as well as municipal laws from São Paulo and Rio de Janeiro, which have been used in the making of the bill for São Leopoldo, are also analyzed.
