Título: Entre tempos e espaços, global e local: ressonâncias na educação (do campo) e no êxodo rural de jovens estudantes camponeses do extremo oeste catarinense

Resumo: Esta tese tem por finalidade a confirmação da influência da educação (do campo) para a existência do fenômeno do êxodo rural, no extremo oeste catarinense, entre os estudantes camponeses desta região. O problema consiste em compreender o papel da educação para a contenção ou estímulo dos jovens camponeses quanto ao processo de migração campo-cidade nesta região de Santa Catarina. A pesquisa se encaminhou para que a educação (do campo) se caracterizasse como um importante mecanismo de permanência destes no campo, principalmente diante das atuais Políticas Públicas destinadas, especificamente, ao desenvolvimento das comunidades rurais. Acrescido a isso, constatou-se também que a Escola urbana/do campo poderia contribuir para o enfraquecimento da identidade camponesa e, consequentemente, para o êxodo rural, e que os fatores socioculturais, econômicos e políticos seriam determinantes para a existência deste problema. O objetivo geral buscou uma análise focando qual seria a participação da Educação Básica (e do campo), especificamente, no fenômeno do êxodo rural no extremo oeste catarinense. Para se construir este estudo, traçamos como objetivos específicos: 1) Reconhecer os principais motivos econômicos, sociais, culturais e históricos que conduziram a evasão do jovem destas pequenas propriedades rurais; 2) Interpretar o contexto sociocultural ao longo do espaço-tempo influenciado pelo Global no Local do extremo oeste catarinense através da educação e; 3) Identificar as políticas públicas educacionais existentes destinadas às populações do campo. Com relação às hipóteses de quais fatores estão diretamente envolvidos no êxodo rural, podemos considerar que a educação exerce influência nesta migração motivada pela Academia e pela legislação que reservam parte da sua produção à educação do campo e à contenção do evento; pela ação do global no local, pela existência do tempo espacial, pelo retrospecto histórico baseado no latifúndio, na falta de investimentos em educação ao longo do Brasil Colônia, Império e República e, na falta de reconhecimento para com estes jovens por parte da sociedade urbanocêntrica. O arcabouço teórico é composto principalmente por conceitos que dizem respeito: ao tempo espacial, à globalização, ao local, ao lugar, às horizontalidades, às verticalidades encontradas em Milton Santos (2003; 2004 e 2012); ao Espaço e Tempo nos estudos de Jacques Le Goff (2003), Norbert Elias (1998) e Manuel Castells (1999) e; à Educação do Campo com Roseli Salete Caldart (2012), Miguel Arroyo (1999), Carlos Rodrigues Brandão (1983) e Edgar Jorge Kolling; Ir. Israel José Néry; Mônica Castagna Molina (1999), entre outros. Este trabalho é uma investigação quanti-qualitativa que possui métodos e técnicas abrangentes que vão desde um Estado da Arte até a Teoria 8 Fundamentada dos Dados. Neste sentido, realizamos um estudo voltado aos métodos histórico e dialético, ao delineamento de uma pesquisa documental, bibliográfica e de Estudo de Caso. Esta tese foi estruturada em sete artigos que se complementam e tentam se aproximar dos principais motivos que estimulam, através da educação, os jovens camponeses a migrarem para as áreas urbanas.
This thesis aims at confirming the influence of education (from the countryside) to the existence of the phenomenon of the rural exodus, in the extreme west of Santa Catarina, among the peasant students of this region. The problem is to understand the role of education in the containment or stimulation of young peasants regarding the process of field-urban migration in this region of Santa Catarina. The research aimed to make education (from the countryside) an important mechanism for their permanence in the field, especially in the face of the current Public Policies specifically aimed at the development of field communities. In addition to this, it was also observed that the urban / field school could contribute to the weakening of peasant identity and, consequently, to field exodus, and that society-culture, economic and political factors would be decisive for the existence of this problem. The general objective sought an analysis focusing on what would be the participation of Basic Education (and the field), specifically, in the phenomenon of field exodus in the far west of Santa Catarina. In order to build this study, we outline the following specific objectives: 1) To recognize the main economic, social, cultural and historical reasons that led to the evasion of young people from these small field properties; 2) Interpret the society-culture context throughout the space-time influenced by the World in the Place of the extreme west of Santa Catarina through education and; 3) Identify existing public educational policies aimed at Field populations. With regard to the hypothesis of which factors are directly involved in the field exodus, we can consider that education exerts influence in this migration motivated by the Academy and the legislation that reserve part of its production to the education of the field and the containment of the event; by the action of the world in the locality, by the existence of space time, by the historical retrospective based on the large property, the lack of investments in education throughout Brazil Colony, Empire and Republic and, in the lack of recognition to these young people by the urbanocentric society. The theoretical framework is composed mainly of concepts that concern: space time, globalization, place, place, horizontalities, verticalities found in Milton Santos (2003, 2004 and 2012); to Space and Time in the studies of Jacques Le Goff (2003), Norbert Elias (1998) and Manuel Castells (1999); to Field Education with Roseli Salete Caldart (2012), Miguel Arroyo (1999), Carlos Rodrigues Brandão (1983) and Edgar Jorge Kolling; Sr. José José Néry; Mônica Castagna Molina (1999), among others. This work is a quanti-qualitative investigation that has comprehensive methods and techniques ranging from a State of the Art to Grounded Theory of Data. In this sense, we conducted a study focused on historical and dialectical methods, on the delineation 10 of a documentary, bibliographical and case study research. This thesis was structured in seven articles that complement each other and try to get closer to the main reasons that stimulate, through education, young peasants to migrate to urban spaces .
