Cursos superiores de tecnologia do IFRS - Campus Porto Alegre: análises da sua institucionalização

Abstract

Esta dissertação apresenta uma análise dos itens: justificativa, objetivos, perfil do egresso e perfil do curso, definidos nos Projetos Pedagógicos dos Cursos Superiores de Tecnologia ofertados pelo Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Sul campus Porto Alegre, comparados com os incisos I, II, IV, V, VIII, IX do Art. 6º, os III, IV, V e VI alínea “a” do Art. 7º da Lei 11.892/2008 em conjunto com as concepções que orientaram a criação do IFs. Os estudos teóricos relacionados à revisão de literatura somaram-se a análise de documentos institucionais como o PDI, resoluções e a legislação vigente sobre o tema. O questionamento que conduziu a elaboração desta pesquisa se traduz na resposta da seguinte pergunta: Os Projetos Pedagógicos dos Cursos Superiores de Tecnologia do IFRS – Campus Porto Alegre estão em consonância com as finalidades, objetivos e concepções que orientaram a criação dos Institutos Federais a partir da promulgação da Lei 11.892/2008 que os criaram? A pesquisa inicialmente apresenta o histórico da educação profissional no Brasil, contextualizando a dualidade estrutural da educação nacional. Segue discorrendo sobre a expansão da educação profissional tecnológica a partir da criação dos Institutos Federais com a promulgação da Lei 11.892/2008. Em seguida, verifica a consonância entre os PPC Tecnólogos em Gestão Ambiental, Processos Gerenciais e Sistemas para Internet com as finalidades, objetivos e concepções conceituais dos IFs. Os resultados da pesquisa indicam que, a fim de se alcançar os objetivos da política de Educação Profissional, os documentos institucionais deveriam estar mais conectados. Considera-se parcial a consonância dos PPC com as finalidades e objetivos da lei. Alguns dos conceitos e concepções que orientaram a criação dos Institutos Federais sequer foram mencionados em algum dos PPC analisados. Observa-se que há necessidade de reformulação dos projetos, para estarem em maior sintonia com a proposta desta nova institucionalidade que são os Institutos Federais.

This dissertation presents an analysis of the items: justification, objectives, egress profile and course profile, defined in the Pedagogical Projects of the Superior Courses of Technology offered by the Federal Institute of Education, Science and Technology of Rio Grande do Sul, Campus Porto Alegre, in comparison with items I, II, IV, V, VIII, IX of article 6, III, IV, V and VI, item "a", of article 7 of Law 11,892 / 2008, together with the conceptions that guided the creation of IFs.The theoretical studies related to the literature review added up to the analysis of institutional documents such as the PDI, resolutions and the current legislation on the theme. The questioning that led to the elaboration of this research is reflected in the answer to the following question: The Pedagogical Projects of the IFRS - Campus Porto Alegre Higher Education Courses are in line with the purposes, objectives and conceptions that guided the creation of the Federal Institutes from the promulgation of Law 11.892 / 2008 that created them? The research initially presents the history of professional education in Brazil, contextualizing the structural duality of national education. It goes on to discuss the expansion of professional technological education since the creation of the Federal Institutes with the enactment of Law 11,892 / 2008. It then verifies the consonance between the PPC Technologists in Environmental Management, Management Processes and Internet Systems with the purposes, objectives and conceptual conceptions of FIs. The results of the research indicate that, in order to achieve the objectives of the Vocational Education policy, institutional documents should be more connected. The consonance of the PPCs with the purposes and objectives of the law is considered partial. Some of the concepts and conceptions that guided the creation of the Federal Institutes were not even mentioned in any of the PPCs analyzed. It is observed that there is a need to reformulate the projects, in order to be more in tune with the proposal of this new Institutionality, which are the Federal Institutes.
